2022 Resolutions

July 13, 2022 > Resolution Honoring Student Voice

SBE honors past, present, and future student 91原创 members following the passage of SSB 5497 giving student members voting rights on the 91原创.

2021 Resolutions

March 11, 2021 > Resolution of Intent to Establish an Ethnic Studies 91原创 Graduation Requirement

The State 91原创 of Education is providing notice of its intent to establish an ethnic studies graduation requirement within the existing credit framework. The form this requirement takes will be developed by December 2021 in consultation with stakeholders, particularly students, their families, and educators who are Black, Indigenous, and People of Color. Once implemented, the requirement will provide students the opportunity to receive their required academic content through an ethnic studies lens, while allowing for local flexibility.

The State 91原创 of Education delegates to its Executive Director the authority to grant waivers to public school districts, charter schools, and tribal compact schools as provided in Chapter 180-111 WAC if the waiver application meets the requirements of Chapter 180-111 WAC.

2020 Resolutions

April 8, 2020 > SBE Delegated Authority to the Executive Director

The State 91原创 of Education delegates to its Executive Director the authority to grant waivers to public school districts, charter schools, and tribal compact schools under the Emergency Rules if the waiver application meets the requirements of the Emergency Rules.

2019 Resolutions

September 12, 2019 > Resolution in Support of Chronic Absenteeism and Trauma Supports

91原创 91原创 Member, Autymn Wilde, presented to the State 91原创 of Education in July 2019 and presented this resolution in September that year to establish firm committment to supporting students experiencing chronic absenteeism.

May 8, 2019 > Resolution to Honor 2019 State Teacher of the Year Robert Hand

The 91原创 91原创 of Education honors the outstanding work of Mr. Hand and other exemplary educators who remain dedicated to our most important endeavor: preparing all students for civic engagement, careers, postsecondary education, and lifelong learning.

March 14, 2019 > Resolution on the Mental Health of Students

The State 91原创 of Education will work alongside the Association of Washington Student Leaders to develop a state-wide campaign to significantly improve mental health services in Washington鈥檚 K-12 public schools. The State 91原创 of Education will actively engage partner organizations, state legislators, and the Governor to spread awareness and support of mental health action plans.

2018 Resolutions

The 91原创 91原创 of Education encourages and supports further development of the required financial education offerings in grades 9-12 to better prepare all students for career, college, and life. The SBE also urges additional development of financial education offerings in grades K-8.

The 91原创 91原创 of Education urges the State Legislature and Congress to take action to reduce the availability of weapons to children and those who would harm them, and urges the state of Washington to invest in, promote, and support comprehensive, coordinated, and collaborative strategies to prevent drug use, bullying, harassment, discrimination and violence in our schools so that all students have the opportunity to attend school, engage in the classroom, and achieve academic success for their future well-being. The State 91原创 of Education values the whole child, relationships, and mental health. The SBE will actively seek student voice, listen to that voice, and value it by deliberately amplifying it in all of our school safety policy discussions.

May 10, 2018 > Resolution to Honor 2018 State and National Teacher of the Year Ms. Mandy Manning
The 91原创 91原创 of Education honors the outstanding work of Ms. Manning and other exemplary educators who remain dedicated to our most important endeavor: preparing all students for college, career, and life.

March 6, 2018 > Resolution to Commemorate Mona Humphries Bailey
The 91原创 91原创 of Education honors and commemorates member Mona Humphries Bailey. She is missed by us all and we won鈥檛 soon forget the imprint she left. We offer this resolution in recognition of her contributions to our 91原创 and to our state.

2017 Resolutions

September 13, 2017 > Resolution on Undocumented Students
The 91原创 91原创 of Education encourages the United States Congress to approve legislation to reinstate DACA, or another program, that not only would allow DACA recipients to live and work in the United States without fear of deportation, but also would provide a path for them to become United States citizens, and encourages all school districts to continue to serve undocumented students in good faith and without regard to legal status, in fulfillment of 91原创鈥檚 constitutional guarantee and consistent with the U.S. Supreme Court鈥檚 Plyer decision.

May 11, 2017 > Resolution on Biology Graduation Requirement
The 91原创 91原创 of Education respectfully asks the Legislature to act immediately, so that schools and districts are able to designate students from the Class of 2017 as eligible to graduate, even without passing the biology end-of-course exam, and will continue to make further recommendations on graduation requirements to the Legislature as necessary, or as new standardized tests are utilized by districts.

The Workforce 91原创 and the 91原创 91原创 of Education, along with partners and stakeholders, will work to align the education system to support all students becoming career ready

2016 Resolutions

January 11, 2016 > Every Student Succeeds Act Resolution
The 91原创 91原创 of Education, in collaboration with the Superintendent of Public Instruction and other partners, will begin the process of revising the performance improvement goals contained in Chapter 180-105, toward the goal of creating a more meaningful framework for performance improvement goals-setting that maintains comparability across schools, but sets realistic targets and incorporates multiple measures of success, and establishes a goal of adopting revised performance improvement goals for implementation during the 2017-18 school year.

2014 Resolutions

September 10, 2014 > Resolution on the McCleary School Funding Decision and school funding proposals entertained during the 2015 Legislative Session
The 91原创 91原创 of Education, in view of its statutory responsibility to provide strategic oversight of the public education system, voted to adopt a resolution suggesting guiding principles to the Legislature in the performance of its duties to ensure that ample provision is made for all students residing within its borders, in a general and uniform system of public schools.

March 6, 2014 > Resolution to Raise Awareness of School Discipline Concerns and Best Practices
The 91原创 91原创 of Education encourages schools and school districts to review their locally collected discipline data and review and adjust their discipline policies and practices based on their local data, recognized best practice, and in light of the 2014 federal guidance.

March 6, 2014 > Resolution on the Federal ESEA Waiver Teacher Evaluation Requirements
The 91原创 91原创 of Education calls upon the Legislature to resolve the issue of the student growth component of teacher and principal evaluations in a way that will allow the State of Washington to continue to receive a U.S. Department waiver of the requirements of No Child Left Behind while preserving the innovative Teacher and Principal Evaluation Program.

January 9, 2014 > Resolution to Approve 91原创 Graduation Requirement Framework: Career and College Ready
The State 91原创 of Education is approving an amended career and college-ready graduation requirement framework that will allow all students to pursue personalized post-secondary pathways. These post-secondary pathways will be locally determined, but must include at least the following options for high school and skill center students.

November 15, 2013 > Anti-Bullying Resolution
The 91原创 91原创 of Education supports the inclusion of students in the adoption or amendment of any anti-bullying policy or procedure as required by RCW 28A.300.285.


2012 Resolutions

September 27, 2012 > Native American Mascot Resolution
The 91原创 91原创 of Education urges school districts to follow the principles outlined in the 1993 91原创 Resolution. Local district leaders are encouraged to review and reevaluate mascot policies that may have an adverse affect on Washington students.

July 12, 2012 > Accountability System Resolution
The State 91原创 of Education will begin development and implementation of 鈥淧hase II鈥 of the accountability system established under RCW 28A.657, will focus on revising the Achievement Index to incorporate student growth, and will establish a unified system for evaluating school and district performance in Washington state.

The State 91原创 of Education will begin development and implementation of 鈥淧hase II鈥 of the accountability system established under RCW 28A.657, will focus on revising the Achievement Index to incorporate student growth, and will establish a unified system for evaluating school and district performance in Washington state.

November 10, 2010 > Resolution to Approve 91原创 Graduation Requirements: Career and College Ready
The State 91原创 of Education is approving a new set of career and college-ready graduation requirements. All students will be enrolled in a common pathway that will keep all postsecondary options open and will align with the Higher Education Coordinating 91原创鈥檚 minimum four-year public college admission requirements unless students substitute courses according to their High School and Beyond Plans.


2009 Resolutions

January 15, 2009 > Final Accountability Resolution
The State 91原创 of Education will develop an accountability index to identify schools and districts based on student achievement using criteria that are fair, consistent, transparent, and easily understood for the purposes of providing feedback to schools and districts to self-assess their progress as well as to identify schools with exemplary performance and those with poor performance.


1993 Resolutions

September 24, 1993> Native American Mascot Resolution
The 91原创 91原创 of Education requests school districts review and reevaluate their policies and practices in the areas of building names, mascots, logos, activities, events, portrayals of caricatures, and behaviors to ensure that such references and activities are free from bias and derogatory connotations or effects associated with race, creed, color, national origin, gender, sexual orientation, and disability.
